City approves zoning change
The Bullard Council unanimously approved a request for a zoning change at the regular monthly meeting Oct. 13.
Jason Campbell requested a change in zoning from R-1a, single family residential district to R-2, two family residential district for lots 2-4, Block 2, in Bullard (or 212 North Henderson Street).
“The planning and zoning commission recommended approval and there were no letters to oppose the change,” said City Secretary Doris Crockett.
There public hearing for the zoning change was Sept. 21.
In other business, the council approved the 2009-2010 budget for the Bullard Economic Development Corporation. Projected revenue is $228,000 and the projected expense is $56,750, including $36,000 for debt service. The remaining expenses include administrative, annual audit, bookkeeping, legal, marketing, survey and engineering, training and seminars and Web site.
Council members also approved closing Phillips Street in the downtown area from 7 a.m. to midnight Saturday, Nov. 7, for the Red, White and Blue Festival. Closing the street to vehicles will facilitate safe pedestrian traffic during the festival.
Also, the council approved the appointment of Bullard Municipal Judge Danny Ray for a two year term; adopted a resolution authorizing the Angelina and Neches River Authority to proceed with application for funding with East Texas Council of Governments Regional Solid Waste Grants Program; authorized an agreement with Bancorpsouth Equipment Finance for the purchase of a police vehicle; approved a payment of $2,126 to attorney Parry Akers previously with Bickerstaff, Heath, Delgado, Acosta, LLP for legal services; and tabled a request for approval for repairs for manholes.
Council Member Lindsey Bradley requested more information regarding the bids for repairs to manholes.
In her Mayor’s Report, Bullard Mayor Teresa Adams- Wilks said she received positive results from the cement product used in the rehabilitation of the lift stations.
“The lift stations we had relined had a significant impact on the sewer plant,” said Bullard City Utilities Director Mark Barker.
Also in her report, Adams-Wilks said some city council members will attend the Texas Municipal League conference Oct. 20-23 in Fort Worth; the city will continue to pursue a grant for sewer improvements through ORCA; Dale Beggs with GreenLife Technologies informed City Manager Larry Morgan that he attended a solar technology conference in Dallas regarding possible funding sources and matching grant programs he is researching.
